Metrology Law of People’s Republic of China (enacted in 1985, recently amended in 2018)
Metrological infrastructure
All activities in the field of metrology in China are regulated by the Metrology Law of the People's Republic of China, which was adopted at the 12th Meeting of the Standing Committee of the 6th National People's Congress and promulgated by Order No. 28 of the President of the People's Republic of China on September 6, 1985, and took effect from July 1, 1986. This Law is formulated to strengthen the metrological supervision and administration, to ensure the uniformity of the national system of measurement units and the accuracy and reliability of the values of quantities, so as to promote the development of production, trade and science and technology, to meet the needs of modernization and to safeguard the interests of the state and the people.
The State Administration for Market Regulation of P. R. China (SAMR) is the ministerial, administrative body directly under the State Council of the People’s Republic of China in charge of the following duties:
- comprehensive regulation of the market, registration of market entities, organizing and instructing comprehensive law enforcement of market regulation, anti-monopoly law enforcement, supervising and managing market order;
- macro quality management, product quality and safety regulation, special equipment safety supervision;
- comprehensive coordination of food safety regulation, enforcement of food safety regulation;
- metrology management, unified management of standardization, of inspection and testing, unified regulation and coordination of national certification and accreditation;
- market-regulation-related informatization, news release and international cooperation;
- National Medical Products Administration is managed by SAMR

National measurement standards
As of 7 April 2025, NIM maintains 143 national primary standards and 460 national measurement standards.
Status of participation in Metre Convention
The P. R. China became a member state on 20 May 1977.
The National Institute of Metrology (NIM), China has been the signatory of the CIPM Mutual Recognition Arrangement (CIPM MRA) since 14 October 1999, and has the right to use the CIPM MRA logo from November 27, 2006.
The Hangzhou Applied Acoustics Research Institute (HAARI) has been the designated institute of the CIPM MRA for underwater acoustics from 01 January 2013.
Dr. Jifeng QU of NIM is a CIPM member since March 2024. NIM has participated in all the 10 CIPM Consultative Committees and all CIPM Forums.
